If you have been searching for the NDIS SIL ROC Tool on the NDIS site recently, you may have come up empty. The NDIS has taken down the ROC Tool from their site, which could not come at a worse time considering the start date of the new rates in FY27 is 1 July 2026.

The Roster of Care (ROC) Tool was an Excel spreadsheet tool provided by the NDIA that enabled SIL providers to structure a roster of care for their individual participants and determine the cost of support services.
If used properly, the tool allowed providers to show:
Whom and where they are supporting
The time of the provision of support during each day of the week
The type of support they are going to provide (standard, high-intensity, active overnight, sleepover)
The cost of the support on weekly and yearly basis
The information they have to include into their application for funding from the NDIA
For most of the providers, the ROC Tool was more than just a spreadsheet. In fact, it was a base for their applications for funding. It provided all the necessary information on support hours and costs for planners and the NDIA to consider.
SIL is among the most complicated kinds of supports under the NDIS framework. The care package includes numerous parties involved, varying support ratios, various types of shifts, award-rate calculation, and frequent reassessment. The preparation of an accurate and thorough roster of care is not an option; the document will be used by the NDIA to determine the reasonableness of the proposed support plan.
In case you do not use the ROC Tool, you will have to come up with your own structure for calculating or find alternative solutions, such as working with various spreadsheets. This may pose challenges even for smaller service providers or those who do not have a finance department.

The impact on SIL providers relates to the increased hourly fee rates for calculating the cost of care in all shifts – day shift weekdays, evening shifts, Saturdays, Sundays, public holidays, active overnight, and sleepover shifts. Utilizing last year's rates when making a new ROC claim will result in underestimation of cost calculations.
Every SIL submission from 1 July 2026 onwards needs to reflect FY27 rates.

The NDIA will take your roster of care into consideration during its assessment of SIL funding. A well-prepared submission will assist the NDIA in its understanding of the request. The submission should be provided together with other information about the participant, including allied health reports, behavior support plans, or assessments.
For high intensity services and complicated overnight services, please make sure your submission provides all necessary evidence. The ROC Tool is no longer available; however, the requirement for the submission content has not changed.
The first thing to verify when submitting any SIL Roster of Care from 1 July 2026 onwards is whether you are using FY27 rates.
Submission based on FY2025-26 rates will result in lower costs compared to the true cost of the roster, and someone will have to pay for this difference. The problem can be difficult to reverse during the plan year if the provider is not making much profit in the first place.
